I'm not sure I understand the situation well enough, but:

Why not have the income tax software run right off the Tax Preparer's 
laptop.  When the Tax Preparers get back to the company, the tax returns 
can be archived to company media.

Find income tax software that can be accessed from the companie's 
website, (eg a website based income tax software application server.).

You might need to distributed, (eg balance), the networks better.  For 
example you could create a vpn tunnel between two or more routers.  The 
routers on the end points would then be responsible to forward ports 
within their local networks.

You could also use vnc directly.  The computer would forward the vnc 
connection based on port numbers.  For example, you might have 7 
desktops that need to be accessed.  You could have the router forward 
ports 5901 through 5907 to the appropriate desktop.
