That's a very broad question. Java or Javascript? They are two
different worlds. And in what context? What kind of widgets? On the
web? Embedded in a Win7 phone? Rich client app on a Windows box?

The answer is "Yes." But it's hard to point out resources without
knowing the context.

For Javascript, try jQuery and its wonderful world of themes (see
ThemeRoller -  brilliant!) and add-ons.
