I moved off dbf's around ten years ago - the easy way, by stages:
put dbf's in a database (dbc)
replace them with local views
take your time and write routines to upload copies of your data to your backend of choice** (Foxpro is *great* for this)
when you're happy change to remote views
for any new bits to your system use cursoradapters

As regards the 'Cloud' - decide what you want where: apps, data, UI
easiest to move is data - once it's on a client-server database** !! - you don't *need* Cloud stuff, just a secure link if you want your UI from the web you have to replace Fox forms - but see below if you want your apps on the web there's web services (which I found to be unusably complex) - OR - it seems there's FoxinCloud' which appears to offer your apps and data (dbf's!) on the web and makes a fist at converting your forms to web pages.

If you just want to play with getting data from the web there's wget [for windows] which wraps ssh - so it looks more secure than xmlhttp() which I used to go on about 5-10 years ago <g>.

** I was required to use SQL Server and Oracle - and would still probably prefer postgreSql despite Oracle's involvement with mySQL
