If I understand correctly, this constant is used as the maximum number of 
connections in sdlisten (sockets.ijs).  It is not completely obvious if this is 
just a default parameter, or if it is a system limit. (the name suggests it is 
a system limit, though I do not notice it enforced).

At any rate, netdefs for win64 (and 32)  has this set at 5, while linux/android 
have it as 128.  I read somewhere that a practical limit on sockets in windows 
is 1024.  Can the number in netdefs be increased?
