It works for me. I loaded it by:
load 'addons/debug/dissect/dissect.ijs'
and ran it by:
dissect '+/i. 5'

I have just reloaded from the package manager server.
It is reporting the version as 2.0.16.
When loaded the name dissect is not defined in the z locale.
