Have you tried applying the verb jpath_z_ to the filenames before passing them to readjpeg ?
J system libraries often implicitly apply jpath, but that isn’t necessarily true of Addons or other codebases. Also bear in mind that when you say ‘~’ in J, it is J and its libraries which are expanding it, not bash.
