Where to start?
Maybe work your way up to building that set of indices and
then just use them for amending, maybe something like this

mat =: _ (<"1 ,.~ i. # mat) } mat
for the \ diagonal and
mat =: __ ({ ;~ (#~ 2|>:) i.# mat) } mat
for the even indices
(even wrt python indices? replace >: by ] or 2|>: by 2&|)
