To the degree that there are protocols, I imagine them as:

[1] The "final proposal" protocol -- convey to Roger that the benefits
of the proposed change significantly outweigh the costs.

[2] The "community" protocol -- engage talent, in a social fashion, and
eventually inspire someone to satisfy the "final proposal" protocol.

That said: proposals to change Dictionary II.E seem to have extremely
high implementation costs.  There's almost always a better way to
approach any problem.
