When you copy the base library over, you want to make sure that it matches the folders in syste and that the files are actually overwritten. Maybe it's easier just to delete the contents of the old system folder and just copy everying from the archive. Next, you want to make sure that the wget and unzip are installed and functioning properly and configured accordingly in Configuration|External Programs.
