I have the same behavior, but I find this works as a partial fix:
PLOTCAPTION_jwplot_=: 'Foo jw'
It's partial because it only works when using the "pd" commands;
it doesn't work with the "plot" function. This function seems to set
PLOTCAPTION_jwplot_ back to the value specified for PLOTCAPTION
in jzplot.ijs.
