You code did not work under linux either. The documentation in J is
just a xerox of the manpage of pcre. I guess you have to build
pcre.dll from source and enable that option during compilation.
I'm not sure will it help either because unicode is supposed to define
the appearance of glyphs and know nothing about semantics. For
example does 'SS' match 2 upper case latin letters or 1 upper case
german letter.
