Oh, I guess I never explicitly spelled out what we should expect.  Let me
try to remedy that.

We should expect that modifiers (adverbs and conjs) will immediately bind on
the left to:
        *  Primitive verbs
        *  Proverbs (named verbs)
        *  Parenthesized verb phrases
        *  Verbs explicitly composed (i.e. using conjunctions like @ @. @: &
&. &: &.: etc)

but NOT to:

        *  Verbs implicitly composed (i.e. using the verb train
(bident/trident) rules).  That is, hooks and forks.

If anyone can come up with some succinct English phrase which encapsulates
the former but not the latter, I would recommend it as a replacement for
"the entire verb phrase that precedes it".
