Current cygwin can provide at least two .ssl dlls:

C:\cygwin\bin\cyggnutls-openssl-27.dll
C:\cygwin\bin\cygssl-0.9.8.dll

And you can use cygwin executable content from non-cygwin windows
programs if the cygwin bin directory is in PATH.

That said, I have not investigated entry points.
