Skip, I have had 2 similar reports thus far. Both were determined to have downloaded a corrupted file and were resolved with a new download. Please double check the file you downloaded and please consider trying again.
j-console.apk md5sum: 8e731b47ad70d8678f80d29f8d253ec6 filesize: 2958812 apk is a thin veneer on the zip format. on linux, $ unzip -l j-console.apk will produce a listing of the contents if the file is not corrupt.
