J forum rejects non-text attachments. You must configure your email agent to assign ijs files as mime-type text/plain before sending them as attachments. However I know nothing about how to set it in windows, please google for solutions.
for gtk, open a file called lablist.txt under ~addons/labs/labs, following the pattern there and add a new line for your ijt. Beware your local changes will be overwritten in the next labs addons update. jhs uses another method but I do not remember its details.
