#759: BibEdit: add holding pen URL callback

To facilitate the upcoming changes to the record harvesting, request
ticket generation and the holding pen, BibEdit should have some
functionality to automatically apply holding-pen revision to the
associated record in the BibEdit interface (i.e. applying the HP version
so the approve/reject check-boxes appear) from a URL call.
This could be done by adding a URL such as
{{{/record/edit/#state=edit&hpid=123}}} that will be called from RT
tickets to view/apply/deny changes. Possible new interface elements for
solving RT tickets directly through the BibEdit interface will be detailed
in separate trac tickets in the future. See also ticket:169.
For holding pen record not having any records associated with it, a "new
record" should be presented containing the complete record in the holding
pen entry.
