just to know, why for arXiv would be better the above policy? In
principle I thought subsequent version of an article on arXiv are simply
the different revisions of it, bearing the same more and more refined
content. Wouldn't be better to simply keep one record, and use the file
revisioning? Previous versions could still be explicitly referenced by
URL such as:

<http://.../record/123/files/0306206.pdf?version=2>

and would be available in the /files tab of the record.

In the end final users are more interested in the very last version of a
document, and in this scenario we would still be able to preserve
history.
