The reason it is not directly at the global level is because I want to
avoid executing random code when loading module.
I think that invenio.wsgi goes in the right directrion as it preloads
citation dictionaries instead of them being loaded somewhere on import.
As a result what I think is best to hook this code up in bibtasks and in
invenio.wsgi
