Yes, some of these dependencies do not have very persistent URLs. If
people track Invenio master branch, then they should have always-working
plug-in installation instructions there. But this is definitely a
problem for released versions.

at our local installations. For "some reason" I feel, that a disaster
scenario where the aim is to get back online quickly is probably not the
right time to roll out a new version. That's why I wanted to point out
this issue.
Wouldn't it be sensible to place those things on stable URLs say at
invenio-software.org?
Yes, precisely. We have started to do this in our `next' branch
already. We hope to stabilise this branch soon so that as of the next
Invenio release the plug-in dependencies would be served from
invenio-software.org.
