post-harvesting "BibFilter" program to create collections based on
harvested data, but that would not be very safe.

At CERN we have generic conference records that link to their
contributions. Eg: <http://cdsweb.cern.ch/record/1137126>
This is done thanks to a BibFormat Element that uses the Invenio Search
APIs to look for the corresponding contributions and display them.
(In this case the contributions are not harvested using OAI, but the
principle remains the same). This way of doing does not allow to search
easily for contributions from a given conference as it would in your
scenario. Still, it could be done with a custom BibFormat Element.
