The invenio.conf variable CFG_BIBCATALOG_QUEUES for bibcatalog_system_rt
does not seems to serve any purpose, and is never used. Additionally, it
is not clear what its purpose is. Should it be a list of allowed queue's
to submit tickets to? Or perhaps a default queue?
Since the purpose and intention of this variable is unknown and likely not
needed at the moment, it should be removed.
