We could either introduce 024 as yet another standard MARC field that is
to be checked for uniqueness during bibupload, or we can introduce a new
variable named like `CFG_BIBUPLOAD_CHECK_UNIQUENESS_OF_TAGS` that every
site can tweak and that will list all the supposedly unique MARC tags that
BibUpload should check against upon uploading. (Together with the
provenance.)
