#636: BibEdit: show available templates

It would be nice if BibEdit offers a little button "List available
record templates" that will show the list of all available record and
field templates as well as their content is some text area, so that
cataloguers can download templates, edit them, and send them back to
developers for committing. (unless we would like to enable some
people to edit them on-the-spot, like BibFormat Admin does)
(Until then, cataloguers need to use URLs like
[[http://invenio-software.org/repo/inspire/tree/bibedit]] to see which
templates are available for record editing.)
