WebSubmit: better User_is_Record_Owner_or_Curator
* Function can now be used to grant submission access to a list
of WebAccess roles, in addition to the original submitter.
(fixes #238)
* Updated documentation about access restrictions to clarify need to
check for access rights from the submission workflow in addition to
WebAccess authorizations. Added some references to function
User_is_Record_Owner_or_Curator.
