#562: citesummary links from SPIRES searches are broken for published papers

Try this search-based citesummary:
http://inspirebeta.net/search?ln=en&p=find+a+witten&f=&action_search=Search&sf=&so=d&rm=citation&rg=25&sc=0&of=hcs
Click on published papers in the cite summary (RH column). All of the
links return empty lists.
Here is an example of the search being done, in verbose mode:

These, I am reasonably sure, used to work. Now they do not. Note that
using invenio syntax (i.e. author:witten and collection...) works fine,
but users get to these summaries by searching, and we must reproduce their
search, and most users are using spires syntax.
Verbosity hints that collection:published is getting 0 results. This is
odd, since that search by itself yields >400,000 results. Is this a
subtle truncation of wildcards problem? Or a subtle mixed syntax problem?
Trying the same search, but with find title quark, rather than find author
witten, reveals that it is not a wildcard problem, since there are no
embedded wildcards in spires title searching. Apparently then this is a
mixed syntax problem, but I'm not sure what introduced it, since this used
to work.
(On a related note, we have an official INSPIRE test set now, so we can
introduce INSPIRE regression tests...)
This is a highly visible and used feature, since it is syntax, we will
probably take it here at SLAC, but we need any input...
