webbasket_regression_tests.py relies on optional module mechanize

Hi all,

Regression tests fail on commit
e259475c223c817151b38dcbf57fda2bf0e5aa71 because
webbasket_regression_tests.py tries to import mechanize
unconditionally. Should we depend on it, or should the test file be
changed?
