I added a new FAQ entry explaining usage restriction of Gna machines.

This is partly due to the problem encountered with amule. Gna must not
at any cost be treated as a free ftp area. We should not end up with
not enough bandwith, hard disk, RAM to provide good services to
developers while our machines are used like ftp.free.fr/mirror. There
are enough ftp servers that provides mirroring not to become one.
