It looks fine. I'd try to improve it to make it diagnose 'problems for humans', helping people to issue the right command without bothering us. For instance, instead of just "you are not allowed to run: scp /incoming", add 'if you want to upload files via SCP, you should run: scp /upload/<project>/'. And so on. (I also foresee patches right in CVS to improve its stupid and useless error messages)
