That's not true dynamic overlays isn't it? In the sense that overlays can't be 
determined at run time. On the other hand would document.loadOverlay() be more 
useful in this context?

You can ask the chrome registry to disable contents.rdf-based overlays for a package at run-time, although nobody actually uses the feature.
