I think we would rather ditch the newsgroups and just use mailing
lists as it is one less service to worry about.
If some people did want to keep using newsgroups, I wonder if there is
a free third-party site that could mirror our mailing lists? Is this
something that Google Groups could do?

It seems they can. Go to http://groups.google.com/groups/create and create a new group. Then click the "Manage" link. You'll see this:
Google Groups can act as a remote archive for your mailing list hosted on other services. This allows you to use the Groups web interface, search and email digest/summaries, but continue to use your existing mailing list host.As remote archive, posts to your group made from the Groups web interface will be forwarded to the lists mailing address you enter below. Attempting to post to the group via the Groups email address will fail.
After switching your group to be a remote archive, you should subscribe the following address to your mailing list so that the messages from your list will reach this Google Group.
