Thanks. I don't know why the file wasn't there but it is now and that
still doesn't work.
If I set $local_conf_serve_as_is=ON in the localconfig file, it causes
the rest of my project's site to fail. So I am still stuck.

.html is prob working but you need to turn off templating (use
$local_conf_serve_as_is):

If we have enabled php for your and you are using .php files, rename them
to .php.html and requests will be automatically redirected.
