The country appears to be losing its battle with graft, with a new study indicating that corruption in state bodies has gotten worse over the last year. The Corruption Eradication Commission (KPK) randomly surveyed 12,616 users of 353 service units at 23 national agencies, 6 "vertical agencies" that cooperate closely with regional governments, and 22 municipalities. Antigraft commissioner Mochammad Jasin told the Jakarta Globe on Monday that a lot of these institutions scored well below the national average. "This shows that state bodies need to step up their corruption eradication efforts, especially those in the field of public service," he said. "Their standard operating procedures still leave open the possibility for corruption." The 2010 National Integrity Index fell by more than one point to 5.42, from 6.5 last year. The index is based on two sets of variables. One represents respondents' experiences, including frequency of having to pay bribes. The other represents their view on the integrity potential of the institutions, including transparency and the attitude of officials, as perceived by respondents. Of the 23 national agencies sampled, six failed to meet the threshold of 6.00, a standard set by the KPK, with the Transportation Ministry at the bottom, followed by the Maritime Affairs and Fisheries Ministry. The Agricultural Ministry received the highest score, followed by the Investment Coordinating Board (BPKM). The Justice and Human Rights Ministry was in the bottom six with a score of 5.34. None of the six vertical agencies scored higher than the national average, with the police scoring lowest at 4.6, followed by the National Land Agency (BPN). Other agencies surveyed included state-owned utility Perusahaan Listrik Negara and the district courts. The results were even worse at the municipality level. Only Surabaya in East Java and Samarinda in East Kalimantan scored higher than 6.00. The 20 other municipalities surveyed scored below 6.00, with North Sumatra's Medan at the bottom with 3.66. South Jakarta, ranked 13, was the worst of the capital's five municipalities. Ade Irawan, from Indonesia Corruption Watch, said the survey results pointed to the need not only for state institutions to step up their antigraft drives, but for the KPK to toughen up it handling of corruption cases. "Why does corruption reign? It's because the KPK is still too weak in its efforts to eradicate it. The cases they have handled so far have involved nothing but small potatoes. Prevention without repression is useless," he said. "And while they should serve the public, our civil servants demand to be served themselves. In that sense, the state has failed."
