The ongoing allegations of markups and expensive delays surrounding the
renovated and newly built residences for lawmakers came to a head on Tuesday
when some of them refused to move into the free housing, citing substandard
building materials and other irregularities.

Legislators from the National Mandate Party (PAN), which has 43 seats at the
House of Representatives, said that they refused to move into the
just-completed homes at the complex in Kalibata, South Jakarta.

They blamed shoddy construction for their reluctance.

"We won't be moving in until we get an explanation," said Teguh Juwarno,
secretary of PAN's House faction.

Teguh said he and several PAN lawmakers had inspected the renovated houses and
found that most them were built using substandard building materials, despite
the Rp 910 million ($100,000) allotted for each structure.

He said the contractors used cheap marble produced in China for flooring rather
than the higher-quality stone that was required.

"I know exactly the quality and price of marble, and this does not fit the
specifications. The contractors also used low-quality furniture and paint,"
Teguh said. "It would be very strange if we just let these irregularities pass
without comment."

House Speaker Marzuki Alie, a Democrat, said any concerns about the quality of
the housing should immediately be addressed to the Household Affairs Committee
(BURT).

"All complaints will be submitted to the contractors. If they don't want to fix
the problems, then the lawmakers should refuse to move in.

"We'll wait for the results from the auditor before we make a final decision
about whether contract violations have taken place," Marzuki said.

Ucok Sky Khadafi, from the Indonesian Forum for Budget Transparency (Fitra),
said lawmakers should reject the new houses.

"Moving in to the houses means an acceptance of the graft and markup
allegations made over the course of the project," Ucok said.

Nining Indra Saleh, House secretary general, said 120 lawmakers had already
moved in. She said building contractor Adhi Karya and furniture supplier
Sarijati had both been penalized for missing deadlines in the project.

She added that t he Supreme Audit Agency (BPK) was being deployed to audit the
project.

The renovation project and the construction of 10 new houses for legislators
started in 2008 and should have been completed in September.

The government was forced to compensate each lawmaker with a monthly housing
allowance of Rp 15 million ($1,665) until the residences were ready.

The government signed a Rp 445 billion contract with Adhi Karya for the project
and added Rp 34 billion in November 2009.

Fitra, which filed a corruption complaint last year with the Corruption
Eradication Commission (KPK), said that Adhi Karya subcontracted the renovation
of 210 houses to another state-owned builder, Pembangunan Perumahan, for Rp 135
billion, or around Rp 619 million per house.

The latter further subcontracted the project to nine private firms which Fitra
claimed spent only Rp 152 million on each house.

Fitra said this process clearly violated the Presidential Decree 80/2003 about
tendering processes of state's good and service procurement.

The forum also alleged last year that contractors had marked up the cost of the
project by a factor of five.
