Indeed it may seem quite an old release… but the EOL of Ubuntu 14.04
will just take place in April 2019 (and I’ve seen several people still
having 14.04 on their PC, including students in my university) so we
could just bump PG’s minimal required version of emacs in next April?

Clément and Pierre, what do you think about this?
