Yes, I've created shortcuts in Protel. It's quite easy and very powerful.
First of all, open a PCB window, or a SCH window if you like to create a
sch-shortkey.
In the DesignExplorer Menu (Big down-arrow left of the File menu) select
Customize..
Tab: Shortcut Keys
Select PCBHotKeys
Button Menu|Edit
Button Menu|Add
Double clock on the [None] process in the process list
Then select the process and the parameters and the shortcut key.
Done.
