I think that the 120(110?)V is also taken from a transformer that has a centre tap to earth, so that the maximum potential to earth is 60V. I hadn't heard that it was to prevent theft. Interesting point.
This is so off topic that I am now going to make a Protel specific comment - About 18 months ago I had the Microsoft wheel mouse problem. I upgraded the Intellimouse drivers and everything was fine.
