Dayang (Dayang Holdings I think), in inner west part of Sydney have done pretty good work for us on small runs. Hand placement then reflowed. Dunno what technoilogy they do but certainly we have had 0.65mm and maybe 0.5mm QFP devices done by them.

A few of the bigger contract manufacturers will do prototype runs from your kit of parts. Again, this is typically hand placement onto paste masked screened boards. I suspect most of the contract manufacturers will either do it for you or will know someone that can.
