I would say the version number should change when we have a release going out 
that has changed the ABIs. Is the current ABI considered stable enough to mark 
it as 1.0, or should web stick with a <1.0 version?

For the comment, that should go into the CMakeLists.txt file rather than 
soversion.txt since the contents of the latter are read into a string value.
