Okay, this is related directly to how Ubuntu delivers the libperl-dev package.
The FindPerlLibs.cmake module is looking in Perl-specific directories under
/usr/lib/ and not in /usr/lib. I filed a bug with Ubuntu [1] to add symlinks in
their Perl package to symlink the libraries to those directories since that's a
standard thing.
