Robbie Gemmell resolved PROTON-934.

This looks to be fixed now as the windows build on Appveyor is passing (but not 
running the reactor interop). This is likely due to:

Arguably it should be running the C<->Java interop test (Java is actually 
installed on Appveyor for example) but that is something for later.
