I think, on balance, (at the cost of making more noise out of this tiny little
corner of the API) we should just redefine the _set_flags() API to only set
the specified flags and to add a _reset_flags() API to clear the flags.
The one exception might be to carry on allowing _set_flags(0) to clear all
flags.
