Description: The Link interface does not currently expose functionality
Link offered/desired capabilities in relation to its associated Attach frames.
(was: The Connection interface and related implementation allow setting local
properties for use on outgoing Open frames, accessing the remote properties
from arriving Open frames, and similarly for its offered and desired
capabilities.
No such functionality exists for a Link in relation to its associated Attach
frames. This must be added.)

Updated to only cover capabilities, as link properties handling in proton-j was
since added via PROTON-1082.
