PROTON-1113: cleanup/improvements on instructions around running python tests
against proton-j
- Remove stale test details of long-gone JNI proton-c binding.
- Use an example for proton-j python test subset that actually exists.
- Add some detail of proton-j python test subset usage to the main
DEVELOPERS.md file where folks might see it.
