No - notice how you need a separate FAA waiver for P and larger motors. This is 
a Class 3 waiver regulated by TRA of whom also requires special (internal) 
approval for any flights above 50,000' AGL. These are the flights that TRA is 
currently not permitting for University teams - maybe you're confusing this 
with certification levels?


Now, let's see a rocket that will survive an O motor? ;)
