We could really use someone to take care of icons in PSPP. However there is more to icon design than you might think. See the documentation at http://library.gnome.org/devel/hig-book/stable/icons.html.en
If you feel up to the task, I'd welcome a whole new set of icons (for all the
different themes),
and also an application icon that looks good in 16x16 resolution as well as all
the other sizes.
