I went through the process a while ago. You have to sign a paper and it wasn't a very big deal but there's a very minimal investigation (I think it was mostly? entirely? self-report). I may have had to forward copies of my identity papers.
The FSF takes IP issues seriously (no surprise), and they need to verify that you can assign your rights--that you own the rights and can assign them. Then they need a formal (legal, signed) assignment. They also ask you to let them know if your employment changes so they can verify that you can still assign your rights. Anyway, the main thing is that it takes a little while. A small number of weeks, IIRC. Obviously, your mileage may vary. But that's what John's asking.
