The short answer is: so long as you use Windows, No.

However it should work fine under a free system, with the Gnome
desktop environment installed.  Debian and Ubuntu work fine for example.

The windows installer does provide the manual as a separate  .pdf file too,
so you can use that (or refer to the online version of course).

The longer answer is: yout would need to devise a Texinfo to .CHM filter 
to convert the manual to a format that Windows would accept.  I have no
idea how hard this would be.
