No. Lsh (the only project discussed on psst that's actually undergoing rapid
development) is currently pre-alpha code. The most basic features
(connecting, crypto) work, but port forwarding services (which AFAIK are
needed for a VPN) are unimplemented so far.

You may want to look at stunnel (SSL tunneling program); it's available from
e.g. non-us.debian.org.
