Actually the K scripts mean to KILL (stop) the service when entering the RunLevel as well... most of the K scripts are in rc6.d and rc0.d (reboot and shutdown respectively)bootup or runlevel change. S means start it if entering the runlevel, K means stop (kill) it when leaving the runlevel.

This is important if a service depends on another (i. e. bring up the network interface before starting the network servers).
