Try setting the env variable EXINIT to
EXINIT=set exrc
I have the line
export EXINIT='set exrc redraw wm=8'
in my ~/.bashrc and this controls the global behavior of vim. If I unset
EXINIT, vim no longer reads .exrc or .vimrc on my system.
